One one hand, SimpleAsPossible. On the other, large game spaces create MeaningfulChoices and EmergentStrategies. These goals pull in opposite directions.
One possible resolution is a small number of mechanics that combine and play off of each other in interesting ways.
This idea comes from Alan_Patmore? in Game_Design:_SotS?: "The best games are usually based on five or six play mechanics that, when combined, create the basis for the majority of the game."
Therefore, develop a small set of core mechanics that play off each other in implicit/indirect rather than explicit or direct ways.
