Editing PowerBuyer

Players are each allotted an initial pool of FungiBills (default 100), which they may use to buy [[Powers]]. One-shot powers cost their level value in FungiBills, so a 1-point one-shot power costs 1 Fungibill, and a 5-point one-shot power costs 5 FungiBills. A permanent power costs 2^^L^^ points to buy (where L is the power's level), so a 1-point permanent power costs 2^^1^^ or 2 FungiBills to buy, but a 5-point permanent power costs 2^^5^^ or 32 FungiBills.
