Tula, a new solitaire piecepack game

Greetings all,

Tula is a quick, simple solitaire game that plays a bit like a cross between 
Shanghai (the computer solitaire game played with Mah Jong tiles) and Uno.  
This might be a nice game to show your mother when you get her a 
piecepack this Christmas.

Any questions, comments, or other feedback would be greatly appreciated.

A couple notes:
1) I left a 1" left margin for those that like to 3-hole punch rules for a binder.
2) This ruleset (as all of mine will likely end up) is public domain.
