You're correct. That's been added to the rules along with a few other
clarifications based on feedback from Mike. That omission did cause Mike to
think up an excellent variant which I'm eager to try...
"All improvements become part of a common pool which means a player is able
to build the same improvement more than once, effectively shutting out
another player from getting one."
If anyone gives this variant a try, let me know how it goes!
(BTW, if you haven't yet seen it we got a front page announcement of the
