This is largely the case in Froggy bottom. In fact, if the tiles are considered to be "the board" in Froggy Bottom, it would not have qualified as fulfilling the theme requirement in Changing Landscapes. After some consideration, I concluded that it did qualify since it was really the coins that efectively constituted "the board".
