I have no problem with games having variants. However, if an
author feels that one or more of the variant rules really 'makes'
the game, it would probably be better to include that/those rules
in the main game. A variant could even be the standard game
minus one or more rules.
As you wrote below, it will be important to give an idea what
function the optional rules have in a submitted game. As far as
judging is concerned, I believe the basic/standard game
submitted (ie the non-variant rules) should be playable and
satsifying on its own.

bodies of the rules-sets, but in the case of minor alterations in
solitaire games, designed specifically to vary the difficulty level, I
like the idea of including them within the normal rules, and in
being very clear about what they do to the game.
