I think it would be best to have someone administrate the sign-up
sheet, mainly to keep it organized. It could be as simple as having
a "Workshop Schedule" file in the Files section which the admin would
maintain, and then the admin would start an appropriate post/thread
each Monday for the game of the week.
I'd be fine playing the role of "schedule admin" if no one else cared
to do it.

I think they would be best handled within this Yahoo Group. A good
community of piecepackers are already gathered here, and newcomers
would see games being discussed in detail.

That's exactly why I posted the suggestion. ;-) I see games being
submitted, but don't usually do much more than maybe read over the
rules. If there was an organized thread each week exploring a game,
I would be inclined to join in the discussion ...

Quite. As a designer who participates in that workshop, I no only
received valuable feedback about my own game, but I've learned a lot
from seeing other peoples' designs and watching the critiques of
those as well.
