I think the most cost effective method is just to get two stashes.

Not by a long shot. Personally, I have a full rainbow of hollow
plastic stashes (ten full stashes in white, black, clear, red, orange,
yellow, green, cyan, blue and purple), plus a few extra complete and
partial stashes, some hollow and some filled. I know many others who
have such ad-hoc sets.

You can currently get a red, yellow, green and blue set in the Zendo
boxed set, and you can get clear, white, cyan and purple in the Ice
Towers boxed set.
