New version of contest rules uploaded

If you've been reading the list over the last couple of weeks, there
won't be any big surprises, but you might want to give the new version
of the rules a read-through anyway.

I think the contest rules are pretty well debugged now. I request that
people forward information about the contest to any game design forums
or suchlike they're part of. I plan to do so myself tomorrow.

How do y'all like the new contest logo at the top of the page?
