To answer your questions.
This answer applies to our older style color piecepacks that use JCD
graphics. Our newest piecepacks are made in a very similar way but
the suits are either labels or will be "direct printed" onto the wood.
We use acrylic paint. The material is 3mm thick birch plywood
(light grain on both sides). The color is applied before we laser
cut because when you laser cut, you get a uniform edge on all sides.
The color of the tile/disk is NOT visible when it's upside down on the
table. In other words, you can't tell the suit unless it's facing up.
If the piece is made correctly, then it should not chip unless
someone works hard at it. If there is a defect in the chip (and
plywood manufacturers have been known to do this) it will be replaced
free of charge. The laser makes a clean cut on the edges and
literally burns away the paint layer and a small amount of the wood
below in order to make the suit graphics. There is no disturbance
to the paint or material right next to where the graphic is engraved.
All lines, numbers and images are "recessed" so if the pieces rub
together or hit each other there is nothing that would really to the
graphics.
The newest sets ship in a telescoping box with a canvas bag to hold
the pieces - which reduces "rattling". The older sets ship in a wood
box with a clear plastic bag to hold all the components except the
tiles.

What kind of paint is it, and what kind of wood?
I'm concerned at the number of wooden figures I've seen with chipped
paint; a set of game pieces rattling about in their box would lose
paint
(especially paint that starts out discontinuous, providing an
immediate
starting point for chipping) rather quickly, I'd think.

I assume this is for the discs and the tiles. In previous threads in
this forum, we've discussed that some games depend on the suit of
such
pieces being unknown if their suit side is down. Having the colour
visible at the edge of a tile or disc would defeat that.
Could this be rectified by you changing the laser engraving to also
engrave through the colour in a narrow margin from the edge of each
disc
and tile?
