He was not Rome I'm fairly certain. I made the mistake of not placing a fort in Cyprus when I was the Greeks, and made some similar mistake like this elsewhere, reducing my ability to stay in Europe and the other region (I believe India) in later stages of the game. I came in a close second or third place and if I would have covered these bases better I might have had a shot at winning.
