I would say 'both'. The piecepack is very versatile:
 - you could buy or make one to use to play old classics that have 
already been adapted;
 - you could adapt other games yourself  for play with a 
piecepack (for example you could fairly easily play a version of 
Transamerica using the 'pack - I just haven't had time to do the 
rules)
- you could use it to invent completely new games
- you could use it to play new, piecepack-specific games.
It all depends on your own desires.
The contests are used to highlight the 3rd option.
