Ron, the rules are from Games magazine. I don't know whether the rules exist online.

I found a brief ruleset on BoardGameGeek, although the ruleset in Games is more detailed.

I've been there. The "rules" on BGG are actually an incomplete thumbnail.

In order for this to count as a piecepack adaptation, you need to explain which piecepack components you need to play Diplomats, whether or not you have access to the rules. Otherwise, you don't have rules, you don't have the piecepack -- what you have is a nothingburger.
